We have recently received multiple reports from faculty and students regarding individuals smoking on campus. To maintain the quality of our campus environment and protect the health of all members, we hereby reiterate the university's regulations on tobacco control as follows:
I. Campus-wide Smoking Ban
In accordance with the Tobacco Harm Prevention Act, smoking is strictly prohibited throughout the entire campus. This prohibition applies to all types of tobacco products, including traditional cigarettes, electronic cigarettes, heated tobacco products, and other similar items. All faculty, staff, and students are asked to work together to maintain a smoke-free campus environment.

II. Deterrence and Enforcement Measures
All faculty, staff, and students of this institution bear the responsibility to discourage smoking (including non-affiliated individuals). In cases of smoking violations, in addition to reporting to local health authorities (Hualien County Health Bureau) for penalties as prescribed, the following institutional measures apply:

Students
   Those who fail to comply after being advised will be handled according to the University's Student Reward and Punishment Regulations. Assistance may be provided in the form of smoking cessation counseling and two hours of smoking cessation education.
Faculty and Staff
   In accordance with Article 40, Paragraph 2 of the Tobacco Harm Prevention Act, the matter will be referred to the competent authority for penalties.
Non-affiliated Individuals (including contractors)
Contractors shall be handled according to contractual terms.
Other non-affiliated individuals shall be referred to the competent authority for penalties under Article 40, Paragraph 2 of the Tobacco Harm Prevention Act.
III. Reference: Attached are the “National Dong Hwa University Campus Tobacco Harm Prevention Management Guidelines.” Please review thoroughly.
IV. Reporting Procedures and Penalties
If verbal warnings prove ineffective, reports may be filed with the Hualien County Health Bureau.

When reporting, please provide:
Evidence of violation (photographs or video footage)
Time and location of occurrence
Information about the violator (if available)

Upon verification, violators may be fined between NT$2,000 and NT$10,000 in accordance with regulations.

We kindly request all faculty, staff, and students to jointly uphold Donghua University's smoke-free, healthy campus environment. Thank you for your cooperation.
